Hiring an international intern in Quebec: a guide for employers

Labour shortages, technical hiring needs, expansion plans: more and more Quebec companies welcome international interns, especially students from French engineering and business schools. The process is simpler than it looks once you know the steps.

Why hire an international intern?

  • Students trained at recognized schools, often in the final years of their program.
  • French-speaking profiles who quickly become productive in a French-speaking company.
  • A pipeline for future hires: a successful internship can turn into a job.
  • An international perspective for your teams.

The framework: International Experience Canada

Most French interns come with a permit from International Experience Canada (IEC), International Co-op stream. For employers, the advantage is significant: no Labour Market Impact Assessment (LMIA) is required.

Your obligations as an employer

  1. Offer an internship related to the candidate’s field of study and required by their program.
  2. Once the candidate has received an invitation, submit the offer of employment in the IRCC Employer Portal.
  3. Pay the CAD $230 employer compliance fee.
  4. Give the candidate the offer of employment number, proof of payment and a signed offer letter matching the submitted details.
  5. Sign the internship agreement with the candidate and their school.

Note: once submitted, the offer of employment cannot be corrected. Check dates, the workplace address and the job description before sending.

Follow Quebec labour standards

The internship must comply with Quebec labour law, including minimum wage. Also prepare onboarding: integration, a mentor and clear goals for the internship, which can last up to 12 months.

How long does it take?

Allow about eight weeks of permit processing after the candidate submits a complete application, plus recruitment and paperwork. Ideally, start three to four months before the desired start date.
